From One Stop Shops to Welfare Platform

Abstract:
The action research project outlined a five-step operational process to design a Family Center service model based on a platform. The platform will: respond to the needs of target families by offering timely and concrete solutions, leveraging public and private services available in the area; help in reorganize local governance by acting as a tool for integrating policy areas, services, and public-private collaboration; focus on integrating interventions and services for families through collaboration and participation from multiple public and private entities within the platform; adopt an innovative welfare model in which public administration acts as a “platform.” This model emphasizes integrated governance, effective service management, informed policymaking, and the strategic use of technology.
The project followed a "platform management" paradigm to align the platform’s design with local governance needs and the target population's requirements. It was also rooted in data collection and outcome monitoring since the Family Center included systems for continuous monitoring of local needs, service responsiveness, and results.
